Water Quality and Nonpoint Source Control Goals and Objectives

Introduction


This section describes the nonpoint source control recommendations developed through a process reflecting a wide diversity of perspectives and based on consensus achieved over many months of discussion and deliberation. While every recommendation may not be ideal from each Chehalis River Council member's perspective, if implemented the recommendations should significantly improve the effectiveness of efforts to protect water quality in the Chehalis River Basin. Five source control programs were developed: agricultural practices; on-site sewage disposal; residential and commercial development, storm water and erosion; forest practices; and other nonpoint sources. In addition, there is a General Recommendations section dealing with institutional problems, funding and other special issues. Public education recommendations are included as part of each program.

Goals are identified for each of the five source control programs and the General Recommendations section. The goals are followed by a series of management recommendations designed to control, reduce, or prevent nonpoint source pollution in the Chehalis Basin. Each recommendation statement identifies one or more entities to carry out an action or task that will help control, reduce, or prevent nonpoint source pollution.

Actual implementation of many action plan recommendations is contingent on available funding and the ability of the implementing entities to incorporate and prioritize recommendations into their existing programs and budgets. Funding to implement many of the recommendations in the action plan is dependent on budgetary appropriations from local governments and the State Legislature.

Develop a dynamic plan that will improve surface water and ground water quality in the Chehalis River Basin, including the Chehalis River, Grays Harbor and their tributaries, by reducing nonpoint source pollution in accordance with federal, state and local guidelines. The Chehalis River Basin Action Plan will foster opportunities for organizations and individuals to work together to prevent future pollution of the waters of the Chehalis River Basin. While achieving water quality goals, we recognize the need to maintain the viability of existing industries. All goals are of equal importance.

Goals and Objectives:


1. - Human Health Goal: Protect and enhance the water quality of the Chehalis River Basin so as not to adversely affect the health of people.

2. - Human Enjoyment Goal: Protect and enhance water quality in the Chehalis River Basin to promote human enjoyment of the Chehalis River Basin.


Objectives:

Reduce offensive odors resulting from human activities in the Basin's waterbodies, as well as litter and visually displeasing substances, such as grease, oil, glass and floating trash.

Erosion control, riparian and wetland restoration and protection projects, and other measures should maintain or restore natural appearances and functions wherever possible.

3. - Natural Environment Goal: Protect and enhance water quality in the Chehalis River Basin in a manner that supports the natural environment in accordance with Federal, State and local water quality standards.

4. - Public Awareness Goal: To increase Chehalis River Basin residents' awareness of the causes of nonpoint source pollution, and its prevention.

Objectives:

Develop materials and programs for informing and educating basin residents about water quality issues and actions relevant to pollution in the Chehalis River Basin.

Establish a process to involve Chehalis River Basin communities in monitoring water quality in the basin.

Motivate the citizens and users of the watershed to use improved land and resource practices to reduce pollution.

Provide formal water quality training and information to basin residents, educators, and youth, and to those whose occupations or activities frequently impact water quality.

Create opportunities for involvement in water quality education activities for basin residents of all ages.

5. - Continuity Goal: Facilitate the implementation and long-term use of the Chehalis River Basin Action Plan through the Chehalis River Council.


Objectives:

Promote cooperation and coordination among agencies, industries and the public to improve water quality.

Identify existing and provide new incentives for the voluntary control of nonpoint source pollution.

Examine existing regulations for the ability to protect and enhance water quality and beneficial uses, and where necessary propose appropriate regulations.

Establish an ongoing process to monitor and evaluate implementation of the Chehalis River Basin Action Plan.
