Level 1 Technical Assessment
RFP/RFQ Scoring Summary Sheet
For each consulting firm, each column is assigned a point value ranging from 0 to 10. After assigning a
point value to each column, multiply by the percentage weighted value. See example below:

The scoring and interview panel members should base their assigned point values upon the following
column heading descriptions/criteria.
Previous Experience:
- Experience with coordinating a multi-agency (local, state, federal and tribal), stakeholder and citizen oriented projects.
- Experience working with elected officials.
- Experience with the development of an information management system or database management system.
- Experience within the Chehalis River Basin.
- Experience in land-use planning.
Water Quantitv:
- Experience with surface water hydrology, in relation to resource management and land-use planning.
- Experience with groundwater hydrology, in relation to resource management and land-use planning.
- Experience with tribal, federal and state, surface water and groundwater records of permits, certificates and registered claims.
- Experience in In-streain Flow Incremental Methodology (IFIM) studies.
Water Quality:
- Experience with provisions of the Clean Water Act (TMDLS, 303(d) listings, etc.).
- Experience in non-point and point source pollution management plans.
Fish Habitat:
- Biological experience with anadromous and resident fish species, their life histories, their habitat and functional needs.
- Experience in conducting limiting factors analysis, factors of decline analysis or limiting factors of recovery analysis, and state and/or federal watershed analyses.
- Fisheries habitat experience, in relation to resource management and land-use planning.
- Experience in developing Habitat Conservation Plans (HCPS) and/or ESA recovery plans.
Proiect Approach:
- An understanding of the relationship between 2514 watershed planning and 2496 salmon recovery planning.
- Proposed method for coordinating with all stakeholders and current consultants within the Chehalis P,iver Basin.
- Proposal for compiling and assessing complex data, storing data and presenting data in one report.
Proiect Schedule:
- Proposed timeline fits into the needs of the Partnership (Level 2 and 12/00 phase 2 grant deadline).
- Demonstrated ability to complete on time.
The scoring and interview panel will take the top three firms and interview.
The panel will also develop a list of questions to ask references. References will be asked to rank the
firm according to each question, on a 0-10 scale.
