General Discussion: We discussed CBP actions on water rights and salmon recovery grants. The group was generally in favor of the proposed inventory study by DOE of existing water rights in the Chehalis Basin. We were concerned about some of the issues brought up on the ranking of the salmon recovery grants, and supported a review of the process to ensure it is fair and consistent.
Public Outreach: The CAC gave Bob Wheeler a summary of what we have done to date on public outreach. The scope of work for the next part of Triangle and Associates' contract will include developing a public outreach plan. The consultant will work with the CAC in developing this plan, including identifying appropriate outreach methods and stakeholders. The CAC could also help in working out the best strategy for summarizing the Level I assessment for general use.
Chris Paige of Triangle and Associates will be the lead person for the public outreach plan. Chris will present a draft outline and timeline for the public outreach plan for discussion at the next CAC meeting.
CBP membership: A key factor in the success of the watershed management plan will be to ensure that as many stakeholders as possible are involved in its development. The CAC asked Kahle Jennings to develop a summary of the CBP's membership and attendance records, to give us data on who is represented and is participating.
The rules that govern the membership of the CBP state that there should be at least four slots for stakeholders. The CAC recommends that these slots be filled to include representatives of each of the following groups:
Next Meeting: The next meeting will be held November 16, at 12:00 at the Chehalis River Council office in Oakville (immediately after the CBP meeting). The agenda will include discussion of a draft public outreach plan outline presented by Triangle and Associates.
