The Steering/Technical Committee (STC) discussed the issue of whether or not to include Grays Harbor itself in the 2514 planning process at its November 7, 2001 meeting. Since the Chehalis River itself is part of the estuary, there was clear support for including Grays Harbor in the Watershed Plan; the only question was: to what extent?
After some discussion, the STC agreed upon the following approach:
1. With assistance from local governments and organizations, compile existing information and studies on the Grays Harbor estuary (this is the rough equivalent of the first part of a Phase 1, Level I study)
2. Assess this information (the second part of Phase 1 Level 1): is this information sufficient to guide recommendations for management of the estuary's water resources in the Plan?
3. If so, fine. If not, identify what Phase 2 Level 2 studies must be performed in order to fill the gaps as identified in the Level 1 assessment.
