A Chehalis Basin Watershed Management Planning:

DRAFT Plan for Local Sub-basin Meetings in 2002

The Steering/Technical Committee (STC) discussed the local sub-basin meetings of the CBP at its meeting on November 7, and reached agreement on a tentative schedule and framework to recommend to the CBP for these meetings. The purpose of these local meetings will be:

Educational

To get folks involved and aware of watershed planning

Help people understand issues and give the CBP input on their own issues/concerns

Identify interest groups

Frame issues: what do citizens want? What will they support

?

One meeting will be held in each of the four major sub-basins agreed upon for study, beginning in February 2002. Note: This is one month after the original schedule (January) partly because of the need to address Level 2 Project selection at the January CBP meeting and in order to allow adequate preparation and notice time for the Sub-basin meetings.

The STC considered various meeting arrangements to ensure that the CBP could conduct regular monthly business in addition to hosting these local meetings. Instead of holding two meetings per month (regular CBP plus local sub-basin meeting) or trying to do CBP business the same day as the local meeting every time, the STC decided to recommend a combination of these two approaches, with the following schedule:

1. February 22: regular CBP meeting at Lucky Eagle casino. Local sub-basin (sub-basin #I, Grays Harbor drainages) meeting on Tuesday evening to be determined, likely at Ocean Shores Convention Center. Local hosts/recruiters might include Mike Quigg, Brian Shea, Arnold Samuels, Brady Engval and others. 5:00-6:00pm open house, 6:00-6:30pm group discussion, 6:30-8:00pm continued open house with cakewalk or other fun and educational activity.

2. Third Tuesday in March, 2002: local sub-basin (sub-basin #2, watershed areas that drain to the lower Chehalis) meeting with 1/2 hour of CBP business from 6:30-7pm, likely at Montesano City Hall. Local hosts/recruiters might include Terri Willis, Orville Ball, Jim Baudorf, Sue Patnude, Mike Madsen, Lee Napier and others. 5:00-6:00pm open house, 6:00-6:30pm group discussion, 6:30-7:00pm CBP business, 6:30-8:oopm continued open house (general public can also sit in on CBP business if they choose) with cakewalk or other fun and educational activity.

3. April 26: regular CBP meeting at Lucky Eagle casino. Local sub-basin (sub-basin #3, watershed areas that drain to the middle Chehalis) meeting on Tuesday evening to be determined, in sub-basin #3 at a school TBD in Oakville. Local hosts/recruiters might include Mark Swartout, Margaret Rader, Channelle Holbrook, Dr. Sodhi, Gary Waltenburg, and others. Same schedule as #1.

4. Third Tuesday in May, 2002: local sub-basin meeting (sub-basin #4, watershed areas that drain to the upper Chehalis) with 1/2 hour of CBP business from 6:30-7pm, in sub-basin #4 at Chehalis High School. Local hosts/recruiters might include Jim Haslett, Mayor Spahr, Patrick Wiltzius, Lyle Hojem, Bill Barmettler, Rob Schantz, Chris Cheney, and others. Same schedule as #2

Other options for the CBP to consider include:

Hold CBP meetings separate from the local sub-basin meetings - the CBP would therefore meet two times per month from February through May, once at the regular time for regular business and once at each sub-basin.

Hold only local sub-basin meetings. and cover regular business before the open house portion of the sub-basin meetings. The concern was raised that this might not give enough time to get all of the Partnership's work don

It is hoped that the CBP members will commit to one of these meeting plans in order to be able to finalize a schedule and allow the Partnership to operate according to that schedule. At this point, if the Partnership adopts the first option recommended by the STC, the tentative schedule for the CBP and STC looks like the following:

Frame work for Local Sub-basin Meetings

Meeting begins at 5pm, with an hour to mingle and eat and visit listening posts.

Greeter welcomes people and directs people to give input at the listening posts, especially issues and concerns that they have on water quantity, water quality, habitat issues, general/process/public involvement. Greeter will distribute handouts explaining how the meeting works and giving an overview of the 2514 process (as well as contact information) on a sheet that has room for them to write down continents on at the bottom. Tells them to get some food, wander around, talk with folks and write down issues that they are concerned about on the flipcharts and/or on individual handouts. (first hour)

Stations or "listening posts" on each planning element will have educational material on that particular topic.

Host at each listening post jots down ideas on flipcharts, moderates conversation on water quantity, water quality, habitat, and general/process/public education. (first hour)

After first hour (at 6pm), people move to seats to hear short presentation of 2514 process, CBP specifics within that, how this could impact them, and next steps. This could take a total of about 30 minutes, with 15 minutes of presentation, 15 minutes for Q & A.

At 6:30, CBP would hold its business meeting in March and May. Local folks are welcome to sit in on it or can return to the stations to write down issues or questions on the flip charts or on their handouts, with the open house format running until 8:00pm. In March and May, listening posts would be available from 6:30 until 8:00pm.

Final time for re-visiting listening posts and comment on issues, cake-walk and other games; slide show of basin, etc . FUN activities!

Triangle is working with the STC to put together advertising for the meeting, which will be shown to the CBP at the December meeting. The STC is also looking at another round of local sub-basin meetings in the summer or early fall of 2002 that might include a field trip that would introduce the CBP, stakeholders, and actively involved citizens and groups to a local issue.

Role of Hosts

The success of the local sub-basin meetings will rely on those members of the Chehalis Basin Partnership who live and/or work in the areas where each meeting is to be held. These individuals will be responsible for working together to:

ensure that there is some local media notice of the event

recruit local citizens and groups to attend

make sure the meeting space is sufficient and equipped for the gatherin

Local hosts can also help at the listening posts in identifying and discussing issues of concern to local citizens and potentially act as greeters.
