Meeting Minutes

Chehalis Basin Partnership Citizens Advisory Committee

November 16, 2001

Attendance : CAC members Rob Schanz, Margaret Rader, Earl Emerson, Terri Willis, Lyle Hojem. Guests: Kahle Jennings (DOE), Chris Page (Triangle and Associates), Chanelle Holbrook

General Discussion: We discussed the COE project for ecosystem restoration, and John Penberth's comment about the relationship between dikes and Salmon Recovery. Terri expressed concern that there was not enough technical participation in the Steering/Technical Committee (STC). We will monitor this and recommend more technical input if this continues to be a problem.

Public Outreach: Chris Page presented a draft public outreach plan for our review and comment. The CAC provided comments on objectives, key messages, and other elements of the plan. The group felt it was important to link our message to tangible products, to give the public the sense that we are accomplishing something real. We should provide illustrations of what kinds of problems we see in the watershed, and give examples of solutions. The examples should be provided just to stimulate ideas from the public, and should not give the impression that we have already decided what we want to do.

CAC members may individually provide further comment to Chris by e-mail, phone or in writing.

Study Area Meetings: The CBP is holding a series of public meetings, one in each of four study areas, during the winter/spring 2002. These are intended to solicit input from the public on what they want to see in a watershed management plan. CAC members will participate in the study area meetings, primarily to help advertise and attract attendance to the meetings. Each county's delegation of citizens should meet before their study area meeting to review the preparations for the meeting and identify venues for advertising. The Grays Harbor delegation will cover the two lower study areas, Thurston County will cover the Black River/central study area, and Lewis County will cover the upper study area.

Next Meeting: The CAC will not meet in December , due to the holidays. The next meeting will be held January 25th following the meeting of the Chehalis Basin Partnership. The agenda will focus on reviewing plans for the study area meetings.
