Mark Swartout, Chair, convened the meeting.
The group discussed the Phase III contract and scope of work and development of the final plan. Bob Wheeler suggested that the final plan would weave together all the work products the Chehalis Basin Partnership is producing through its committees. The Phase III scope of work and budget approved by the Partnership was also approved by the STC.
Discussion of the water quantity evaluation (Phase II, Level 2 study) followed. The STC had no real objections to the current budget and scope of work for that project, which will be recommended to the Partnership for approval at its August 23 meeting. Mark suggested that Triangle Associates and TetraTech/KCM provide their firms' qualifications to perform the water quantity evaluation; these will accompany the presentation of the scope and budget for approval by the Partnership.
Triangle compiled a draft list of issues for inclusion, with recommended solutions, in the final plan. The list is intended to capture, streamline and coordinate all the feedback the Partnership received at the community outreach workshops last spring. At a previous STC meeting, the full list of comments was presented. STC members asked Triangle to consolidate the issues to make the list more manageable and, concomitantly, to ensure the plan is responsive to all the issues identified. Mark Swartout reinforced the idea that the plan is locally developed. It will be important for citizens to see that the plan addresses their concerns, and how.
Chris Page distributed a draft issues matrix. It includes specific issues or issue areas (e.g., water rights, existing laws and regulations, etc.), possible plan elements (e.g., water quantity, water quality, instream flows, process, etc.), comments and issue description (including data needs) and possible solutions. The group discussed several possible ways to organize the issues. Chris agreed to re-draft the matrix. Organization of issues will be discussed at a future STC meeting.
In response to the full Partnership's request, the STC agreed to develop scopes of work for the water quality and storage projects for which funding appears to be available. To complete this work, members agreed to exchange ideas and discuss the proposals electronically. Cynthia Caristad will put these together and distribute to the STC for input before the August 23 Partnership meeting.
Members agreed there would be no STC meeting in August, except perhaps a brief session following the Partnership meeting on August 23. The next full STC meeting will be held on September 5, 2002 at 9 a. m.
