What is the status of the Intergovernmental Agreement?

The purpose of the agreement was to designate a planning unit and a lead agency for purposes of assessing and management water resources of the Chehalis River Basin and to pursue strategies within the Chehalis River Basin which include the key elements of flood reduction, fisheries, recreation, water quality, water quantity and examine their relationship to economic health and sustainability.

The agreement does not terminate upon completion of the WMP. The agreement describes termination which includes written notice from all parties.

Was this the main concern of CBP members last month? Some STC members had this concern and believed it to be the reason for urgency to revise the group's composition .

What role does the CBP want to take to implement the watershed plan?

The STC examined the request of the CBP to expand upon the pros and cons for the alternative structures listed in the handout from last month. The STC realized early in the discussion the difficulty in this request. They began discussion alternative forms as they would relate to implementation of the WMP. This led to a pro and con discussion about Phase IV.

This discussion also led to the realization that the Intergovernmental Agreement was not driving the need for the discussion. The need for the discussion was more a result of deciding how to continue to fund the CBP. The water quality group reached the same conclusion.

The STC would like more guidance/input from the CBP regarding the following:

Do we pursue Phase IV?

What will the CBP do as a group to implement the Plan?

What other business, besides WMP implementation, does the CBP wish to pursue
Phase IV
Pros from the STC Cons from the STC
Scope of Work for contracts under development by the Department of Ecology. Requirements, roles and responsibilities are not clearly described.
CBP's needs funding to continue administration and staffing. Many feel the funding is insufficient to complete the work.
One way to develop implementation plans. WMP contains many actions that may require DIPs.
Keeps the watershed plan "alive" CBP doesn't understand the requirements and expectations.
Allows participation from more entities? Restriction participation from certain entities?
