STC Meeting

April 7, 2005

WDFW Building, 600 Capitol Way North

 

Lori Morris, Mark Swartout, Jim Hill, Chris Stearns, Terry Willis, Lonnie Crumley, Chad Stussy, Kahle Jennings, Steve Craig, Glenn Connelly, and Lee Napier were present.

 

The group worked on reviewing the reporting format for the work plan, reviewing the tasks proposed during the last meeting and used the WMP Supplement, Section IV, to identify additional tasks formulated through development of the issue papers.

 

The group asked if they should continue to add tasks that appear more than once?  Some actions need to occur first i.e. Action 21 before Action 1 because we need the hydraulic continuity study. 

 

The following summaries the discussion and recommended changes to the list of draft tasks developed by the STC during the months of February and March.

 

Formatting

¨   Change outline from numbers to bullets for CBP review.  When the STC is working on the document, it keeps their work clearer to use numbers.

¨   Add General Goals to work plan.

¨   Add reference when pasting actions from the WMP.

¨   Add columns for separate goals.

 

Action 1

¨   Add task #6 - Action 21, Task 9.

¨   Task 4-the word perfected is confusing in this context.  Change by deleting perfected. 

¨   Tasks 2 & 3 add mitigation strategies to end.

¨   Task 3-should be first, although you might want another workshop or out reach after a report.  Add (s) to workshop.

 

Action 3

¨   Add tasks

1.  Work with Department of Ecology and Department of Health to clarify the requirements of Phase 4 relative to municipal water rights. 

2.  Estimate quantity of water represented by inchoate rights. 

3.  Address how municipal water rights can be reconciled with protecting instream flow needs and can be affected by water conservation programs.

¨   Do we need to know what instream flows we need before recommendations are made for municipal conservation?  Do we postpone Phase IV until we know this information or is it part of Phase IV?

¨   Add as last task for Actions a link to statement.  In this case Link to Action 54.

¨   If an Action is both an objective and a task remove the exact language from the objective and put as a task.  Make sure to footnote when that happens. 

 

Action 5

¨   Put as a task of Action 1.

 

Action 7

¨   Goal not previous assigned.  The group discussed applying on the general goals because it is an overarching objective.  Or list all the other goals supported by this objective?  Or is it a task for another objective?  The group passed on this issue for the time.

¨   The group was concerned that by listing Tasks 6-8 (Actions 18, 22, &37), might be limiting because it was not all inclusive of all types of programs that need funding.  Do we need language that describes some of the group’s assumptions when developing the tasks? 

¨   Add disclaimer language after task that list in not all inclusive.

 

 

Habitat Action(s)

¨   The group moved ahead to Actions 51 and 52 and the Habitat Action.  Should Actions 51 and 52 be tasks?  Add Actions 51 and 52 as tasks

¨   Add Recommendation from page 25 becomes the objective with actions 46, 47, 48, 49 and 50, 51, & 52 as tasks.  Delete Work Plan 50 and replace with the revised work plan.  Make sure in this section that we don’t add an unresolved action into this work plan. 

¨   Which tasks from Action 50 work plan should become tasks of the new recommendation?  See notes on work plan.

¨   Roll the bullets under B into Action 46 as subtask.  C1=47, C2=48, C3=49, C4=50 roll bullets as subtasks.


 

Action 9

¨   Refer to action 7? 

¨   Add tasks:  5. Identify relevant laws and regulations.  6. Identify agencies that are responsible for implementing the laws and regulations.  7.  Inform the public of the laws, regulation and responsible agencies.  8. + Action 45.  9.  Measurement of agencies effectiveness in assistance with voluntary approaches.  10.  + Action 41

 

Action 10

¨   Insert possible recommendations from Issue Paper beginning on page IV 161.  Include only the number recommendations (1-7) as tasks with reference to the paper and included bulleted items, but not the slashes.

 

Action 20

¨   Reference WAC 173-522-040/030.

¨   No additional tasks.

 

Action 21

¨   What about prioritizing subbasins for processing water right applications? Didn’t we develop an action in the supplement pg III-31 through the Level II Selection table found on pg. VII-67.  Should this be part of Action 1?

¨   Add language describing atask to use the Level II Selection Table as the foundation to accomplish the objective. 

 

Action 23

¨   Why singled out from Action 3?  What about tasks 3-9 which contain actions that were unresolved in the WMP?  Should we develop a list of tasks for the Water Master to help the CBP under Task 4?

 

Action 25

¨   Develop language to restore wetlands

 

Next Steps

The STC will meet again on April 21 @ 10:00am @ WDFW.  We will try to complete the remaining 5 work plans.  Come with a list of tasks from the matrix in the Agriculture and Water Management Issue paper beginning on page IV-139.  The Options Matrix starts on page IV-147.  People were encourage to develop a list prior to the meeting, which could be shared electronically before the meeting.
