Chehalis Basin Draft Phase IV Scope of Work and Budget

 

 

A)  Project Summary

 

Summary of Plan Strategies:

 

The strategies included in the Chehalis Basin Watershed Management Plan (Plan) that address water supply for the purpose of meeting instream flows for fish and providing future out-of-stream beneficial uses are described on pages 19-28 of the Chehalis Basin Watershed Management Plan, May 28, 2004 and are attached to this grant application.

 

Plan Obligations

 

Plan obligations and the obligated entity are described on pages 17 & 18 of the Plan.  Obligations were not necessarily created through the Plan, the obligations will surface as a result of the Phase IV Detailed Implementation Plan.   All obligations are contingent on available funding and consent of those effected parties.

 

Roles and Responsibilities for the Planning Unit

The Chehalis Basin Partnership or “Partnership” – A non-governmental organization formed to work on the shared interests of multiple governments and organizations in the Chehalis watershed.  The Chehalis Basin Partnership serves as the Planning Unit under the Watershed Planning Act.

 

An Intergovernmental Agreement identifies specific governments, organizations and interest groups that may participate as “members” on the Chehalis Basin Partnership and also designates Grays Harbor County as the Lead Agency and Fiscal Agent. 

 

B)  Scope of Work, Budget and Schedule for completing a Detailed Implementation Plan.

 

Phase IV implementation funding will be used to prepare a Detailed Implementation Plan and initiate project implementation. 

Task One:  Administration

 

       1.  Quarterly Reports - Provide quarterly reports to Ecology documenting progress.

       2.  Financial Reports - Provide quarterly reports to Ecology documenting how the budget for the project has been spent.

       3.  Project Coordination - Provide for overall project coordination and general support to the Chehalis Basin Partnership.

 

       Deliverable(s):  Periodic reports on project progress.

Task Two:  Contact Group A Water Systems

 

The Planning Unit will send letters to every identified Group A system notifying them of the process and encouraging them to participate.

 

Deliverable:  Letter sent to all identified Group A systems; compile a list of respondents, include interested systems in Planning Unit notifications

Due Dates:  FY06 –      2005

Cost:  FY06 – 5%

 

Task Three:  Prepare a Detailed Implementation Plan (DIP), for the Chehalis Basin Watershed Management Plan, May 28, 2004, that includes the following elements:

1.      Application of Plan 2 Fund* to prioritize actions contained in the Chehalis Basin Watershed Management Plan, May 28, 2004, and to:

a.     Identify and prioritize tasks for each action

b.     Identify timelines

c.     identify milestones

d.     identify oversight responsibility

e.     identify specific funding mechanism

f.        identify any needed interlocal agreements, rules or ordinances

Deliverable:  Planning Unit Approved Detailed Implementation Plan

Due Dates:  FY06 –     2006

Cost:  FY06 – 75%

 

 

Task Four:  DIP Implementation

 

  1. With approval of the CBP, begin DIP implementation with remainder of Year 1 Phase IV funds.

 

 

Deliverable:  Summary report for the activities accomplished under this task.
