Water Quality Committee Meeting

July 14, 2005

Bob Amrine, Dave Rountry, Chad Stussy, Jim Hill, Samuel Iwenofu, Patrick Wiltzius, Kahle Jennings, Commissioner Beerbower, and Lee Napier were present.

Coordinated Monitoring Plan

Jennings reviewed the revised document for the group.  He mentioned that the highlighted text were questions he had for the group or gaps.

The group made the following comments for Section 3:

• The levels of monitoring are somewhat confusing.  Clarify by further explaining the description for the various levels.
• The levels are salmon focused.  Kahle needs to modify the table to change the biological criteria.    
• Add the parameters (DO, Temperature, and fecal coliform) from Table 11 to column three as a focused approach until other parameters need to be added. 

Lee suggested adding language related to updating this plan.

Section 4-Lee will prepare the summary of the subbasins for this section using the text from the habitat restoration strategy. 

Section 5-Summarize the Coordinated Water Quality Monitoring concept mentioned in the Tetra Tech report beginning on page 2.  Kahle still needs to add this to the report.

Remove the reference to Plan 2 Fund because it may introduce more detail than necessary for this document.  Section C(1) summarizes the Plan and implementation.

Maps-

• 303(d) Listed Waters map does not show the areas in need of data.
• Link through numbers on the map with the table in Appendix A.
• Should the maps be hard copy or interactive through a cd or website.
• Lewis CD put together something similar for their barrier assessment.
• Kahle would like to see subbasin scaled maps for the monitoring site and then call out the specifics related to each dot. 
• Combine layers to create one map and then put more details on the sub-basin maps. 
• When numbering the sites include a reference in the number to the sub-basin.  Such as HU1 for the Humptulips site #1.
• For the study site box use a sub-basin map instead of the state map.  This would allow the use to understand where the sub-basin is located in the watershed. 

For the Partnership meeting, Kahle will distribute copies of the report and show copies of the map via the projector.

Napier introduced the Plan 2 Fund Work Plan Coordinator concept.  The group asked if this was part of the group’s scope of work?   The group would like to see the Work Plans included in the agenda for next month.  Other topics include a presentation, and if necessary continue work on the Coordinated Plan.
