WDFW Office
Terry Willis, Jim Hill, Chad Stussy, Lonnie Crumley, Mark Swartout, Bruce Jones, Taylor Pittman, Glenn Connelly, Lee Napier, and John Kliem were present.
Mark commented that during 2005 the group accomplished a considerable amount due to the dedication of staff and citizen volunteers. He thanked everyone for the continued support.
Phase IV
Mark introduced John Kliem who will help us to further our work on the DIP.
John reviewed his approach to helping the group-see Power Point presentation. He explained his assumptions and a five-step process and schedule.
Comments from the group during John’s presentation:
Likes-
· Step by step plan to get our work done by September.
· Realistic approach to completing our work.
· Process allows us to adapt/flexible while we work.
· Make sure everything stays on track-keep our mission in forefront.
Dislike-
· Do we need public outreach beyond potential sponsors? We could use Drops of Water to share information about Phase IV work and outreach at the Watershed Festival. Need to develop a CBP website.
Challenges-
· Complete draft by July to allow time for counties, cities, tribes, etc. to review the drafts.
· Do we need to restructure the committees to improve communication? One solution might be to ask the chairs of the Water Quality and Habitat Work group to attend the STC meetings.
· Add as part of the STC agenda a report on their work plan progress.
· What are the deliverables for each work plan?
· Make sure the work plans are consist with the white papers and WMP actions.
· When meeting with the sponsors share the funding database information.
· Try to identify ahead of time if a sponsor is already doing this work.
· Keep the STC focused and on track.
· How do spend adequate time with the CBP to get them comfortable with the plan/outcome?
· What are the expectations from the CBP for the DIP? Many people expected the Plan to be more specific, which was delayed pending the development of the DIP.
· Define what the DIP is or remind the CBP what we already told them.
· Keep the DIP “alive” -develop a structure and process.
· Add a financial strategy piece.

Watershed Action Council Grant
Napier reported that she received notice of recommendation for funding. The group reviewed a draft scope of work and suggested changes. The group discussed deliverables, which should include an inventory of the water systems, rights, rights in use, and the inchoate portion. They would also like to see alternatives related to possible uses of inchoate water rights as a deliverable.
Napier will put out a request for proposals in the next few weeks.
The next meeting of the STC will be February 9th in Montesano at the County’s Forestry Building.
