TAG Meeting

April 14, 2006

Lewis Conservation District Office

 

Bob Amrine Eric Delvin, Lonnie Crumley, Lee Napier, Mike Kuttel, Brian Peck, Jim Hill, Randy Lehr, Chad Stussy and John Kliem were present.

 

Bob Amrine opened the meeting.

 

SRFB

·Napier reviewed the outcome from the ITF and SRFB meetings.  The SRFB adopted the ITF funding proposal of 90% of available funding distributed among 8 regional areas, 10% reserved for SRFB discretion.

 

·The SRFB adopted the Council of Regions proposed allocation percentages below:

Lower Columbia                  15%

Puget Sound/Hood Canal      45%  (% for each Hood Canal 6%/Puget Sound to be determined later41%)

Mid Columbia                     10%

Snake                               9%

Upper Columbia                  11%

Northeast                          2%

Coast                               8%

 

·Next steps:  the Council of Regions and Lead Entities per regional area will develop a process in which the allocations will be divided within each region.  These proposals will be drafted prior to the next SRFB meeting in June.  The goal will be to develop one list of projects per regionlead entity.  Each lead entities list will provide the maximum benefit to fish per ESU.  IAC will develop be sending out the list of a list of questions to be addressed by to the regions and lead entities and mail them out by the end of Aprilthis week.

·How will the coast be handled?

 

The Governor’s Salmon Recovery Office and WDFW will assist the Coast (includes three lead entities and WRIA 20 in NOPLE) and the Nnortheast (currently only one WRIA represented out of six) in moving to a more regional approach.

 

Napier asked the group to consider submitting the top three projects from last year’s list.  This approach would allow the group to continue working on the strategy update.  If the group decided to open the process up for new projects, then they would need to review and rank projects along with the strategy update. 

 

After some discussion, the group recommended submitting the top next three projects for the 7th round. 

 

Watershed Plan Detailed Implementation Plan (DIP)

John briefly provided an overview of the process and work plan for developing a DIP pursuant to RCW 90.82.043. 

 

The group review the list is interim milestones and added participant names and organizations to the list. 

 

After adding names, the group discussed the need to flesh out the tasks more to assist the IM Participants with more focused tasks they would like to assume.  Some felt that if people knew their level of commitment, they may be more willing to help.  John explained that the workshop would allow people that opportunity plus they would be able to further describe the interim milestones. 

 

Napier will check  on the availability of Montesano City Hall, and Room 175 at NRB for the workshop June 9th. Brian suggested we organize the milestones into the four categories before the workshop.  Take out the numbers from the DIP.  Lee will send out the document from today’s meeting. 

 

Strategy Update

The group reviewed the subbasin descriptions.  They started with South Bay.  Bob suggested the group rank the actions and stocks.  The group asked Randy to rank based on comments from the group.  The group also reviewed the Black River and Garrard Creek. 

 

To expedite review, the group agreed to accept assignments as lead to provide feedback regarding the subbasin templates.  The assignment include: Black River (Mike Kuttel), Hoquiam River (Chad Stussy), Humptulips River (Brian Peck), Lake Creek – South Fork (Lonnie Crumley), Scatter Creek (Chad Stussy), South Fork Chehalis River (Lonnie Crumley), Skookumchuck River (Mike Kuttel), South Bay Subbasins Stillman Creek (Lonnie Crumley),  Upper Chehalis River (Lonnie Crumley), Wishkah River (Chad Stussy) and the Wynoochee (Brian Peck). 

 

The group will meet again on April 21st from 9:30am until 3:00pm
