Janel Spaulding’s Work Plan for FY 09
Time for projects: currently covered under Planning Unit Support Grant from DOE, will eventually be charged to Chehalis Basin Watershed Plan Implementation (Legislative Appropriation 2) Grant
Materials for projects and implementation: currently covered under WRIA Phase 4 Year 3 Grant
WRIA Phase 4 Year 3 Grant (Ecology):
Task 1: Develop outreach strategies
Ø Update and distribute a survey to measure local citizen’s values and understanding of watershed management to determine where to target outreach activities (Randy Lehr originally created the survey and is willing to help distribute and analyze data).
Ø Explore development of a program similar to the Thurston County Stream Team and find funding support from local municipalities.
Ø Can potentially modify existing outreach strategies that were developed during a workshop a few years ago.
Ø Work with the CAC to evaluate organizational structure and determine best way to involve citizen input.
Deliverables:
· Survey and report summarizing survey results
· Outreach strategies
· Possibly new organizational structure of CAC
· Creation of a Chehalis Basin Stream Team (or sub-basin teams) pending support of counties and municipalities
· Report to the CBP
Due Date: On-going throughout grant, through FY 09
Total Budget: $35,000
Task 2: Develop outreach materials and newsletters for distribution to local communities and media
Ø Begin writing articles highlighting activities/studies in the basin, the CBP meetings, and ways people can help improve water quality, quantity, and habitat. Articles can be mailed and/or posted on website and/or included in Drops of Water.
Ø Develop PSA's highlighting the CBP and ways people can get involved. Coordination with PR manager at Grays Harbor College who has contacts at local radio stations and newspapers.
Ø Publish meeting notices in local newspapers and/or website calendars.
Ø Update CBP's brochures and outreach information for use at Watershed Festival and other events such as the County Fair.
Ø Help distribute and update the Chehalis River Watershed Pledge.
Ø Work with Ron Malizia at Grays Harbor County to update CBP website make more user-friendly.
Deliverables:
· PSA's for the Partnership, copies of scripts
· Copies of meeting notices and announcements
· Report to the CBP
· Updated CBP outreach materials
· Chehalis River Watershed Pledge

Total Budget: $10,000
Watershed Council-Year 1 (Legislative Appropriation 1) Grant:
Task 1: Develop outreach tools/watershed festival
Ø Create and schedule events for the community to attend the week prior to the Festival, during Watershed Awareness Week.
Ø Work with Taylor Pittman to publish advertisements and press releases for the Festival, set-up radio show, proclamations, work with the Aberdeen Chamber of Commerce for more sponsorship.

· Event ideas for future use
· 2008 Watershed Festival and Awareness Week
Due Date: September 2008
Total Budget: Kathy Jacobson’s time is paid from this grant, my time is paid from Planning Unit Grant.
Watershed Council Year 2 (Legislative Appropriation 2) Grant:
Task 1: Watershed Coordination
Ø Hire and/or contract with an outreach specialist to implement activities described in the approved Chehalis Basin Watershed Management Plan, 2004, and the DIP.
Deliverables:
· Quarterly progress reports to the DOE and the CBP
Due Date: On-going throughout grant
Total Budget: $75,000 (my time will be billed against this grant as soon as Planning Unit Grant money is used up)
Planning Unit Support Grant (Ecology):
Task 1: Implement activities described in the approved Chehalis Basin Watershed Management Plan, 2004, and the DIP
Task 2: The work plan for the staff hired in Task 1 would include:
Ø Work with citizen volunteers to develop and implement an education and outreach work plan for soliciting funding.
