MEMORANDUM FOR RECORD
SUBJECT: Centralia Flood Hazard Reduction Study
1. On 8 December 2000 a meeting with resource agency representatives was held at the Seattle District Office. A copy of the agenda and a list of attendees is attached. The purpose of the meeting was to provide information on the current development of the alternatives and to seek agency input on issues associated with the alternatives. After the introductions, Kathy Kunz provided information on the Corps' NEPA process and Chris Runner followed with the Project Purpose and Criteria. Brief descriptions of the alternatives and preliminary findings of the hydraulic model were then presented by members of the Corps and Pacific International Engineering (PIE). A forum of questions/answers and concerns followed until the conclusion of the meeting.
2. Listed below are the action items that surfaced from the meeting with the resource agencies:
- a. - -Provide to the agencies the planning process that this particular project will go through. The Engineering Regulation, ER 1105-2-100, Planning Guidance Notebook is available through the Corps' Planning Internet page, accessed through the Civil Works Office (address: http//www.usace.army.mil/inet/functions/cw/.
- b. - -Upon completion of the hydraulic model, the Corps' (In House/AE contract) will perform an Independent Technical Review. Concurrently the model will be provided to the agencies for their review. Update the studies Quality Control Plan. (CE action)
- c. - -Hydraulic model output (water surface elevation, velocity, inundation areas and durations etc.) for erosion control and other studies will be available for agency use. (PIE action)
- d. - -Copies of the overhead power point presentation will be provided through the FTP site on the web along with the assumptions that were input into the model. (PIE action)
- e. - -Establish a media format for getting information out to the Public on a regular schedule. (CE action)
- f. - -Establish a schedule for future meeting with the agencies during this alternative process. Next meeting scheduled for 19 January 01. (CE action)
- g. - -Define the process for moving to the next phase after all the alternatives that were listed from the March 2000 meeting have been modeled. Some alternatives by themselves may not meet all project criteria but certain features of the alternative may be included in other solutions. (CE action)
- h. - -Make sure that there is a phone available in the next meeting area for use.
- i. - -Try to make the two topographic maps available to the Public. (CE action)
3. If possible, comments/issues/concerns on the information provided to the agencies should be received by the Corps (Dennis Fischer or Chris Runner) by 16 January so that the study team can address them prior to the 19 January 2001 meeting.
