NOTES: Piecing together all the city contracts, expenditures and fund sources dealing with oceanfront erosion issues became quite a task. Below is a table compiled of the six contract agreements the city has on this issue. All are with Pacific International Engineering/Pharos Corporation Joint Venture Consultants. "RFQ?" stands for "Request for Qualifications," a contract procurement procedure in which local governments are required to advertise and solicit qualifications from engineering firms. These requirements do not have to be followed, however, if an "emergency" is declared. "Lobbying?" denotes whether or not funds were used in part for lobbying efforts. Effective date, completion date, and date signed all come from signed city contract documents. FCAAP, the Flood Control Assistance Program, is a state grant fund administered by the Department of Ecology. It is against the agency's policy to allow these funds to be spent on lobbying.

Sewer Plant Erosion Control - The City also has a contract for about $100,000 with CH2MHILL of Bellevue for erosion control engineering at the sewer treatment plant to protect it from water overtopping the North Jetty. The contract funds will come out of the revenue bond for the treatment plant.
lnterlocal Coastal Communities Group - City has pitched in a total of $10,000 to this group comprised of Ocean Shores, Westport, Port of Grays Harbor, Port of Willapa Harbor, Grays Harbor County, and Pacific County for general work on coastal erosion, participation in the federal/state five-year coastal erosion study, and to lobby for funding.
