SENATE RIDER FIGHT DELAYED AGAIN?

An anticipated Senate rider fight regarding Corps reform has been delayed because House appropriators have been unable to pass their version of the Agriculture Appropriations Bill for FY 2001. However, the rider may be tacked onto the appropriations bill for military construction.

WHITE HOUSE OPPOSES RIDER BLOCKING CORPS REFORM

The White House called for Republicans to drop a series of anti-environmental riders from appropriations bills, including a rider blocking Corps reform.

BALLARD MAY STAY UNTIL OCTOBER

Chief of Engineers Gen. Joe Ballard did not retire last week (as was expected) and may stay until October.

Administration officials cited a policy preventing early retirement during an ongoing investigation.

MISSISSIPPI RIVER LOCK SCANDAL GROWS

The Corps continued to design new locks for the Mississippi River despite a 1999 law specifically preventing such actions.

CONSERVATION GROUPS SEEK REFORMS

Conservation groups urged Congress to reform the Corps by requiring independent review, modern estimates of benefits and costs, greater local cost-sharing and by holding the Corps to the same wetland mitigation standards as private developers.
