Adoption Notice of Existing NEPA Environmental Document

For the

Chehalis Generation Facility - Request for Amendment to Site Certification Agreement

Date of original Adoption Notice and Determination of Significance: January 30, 1996 (copy attached)

Description of current proposal: Chehalis Power Generating, Limited Partnership (Chehalis Power) requests the Energy Facility Site Evaluation Council (EFSEC) amend the Chehalis Generation Facility Site Certification Agreement (SCA) issued on March 4, 1997 by the following:

Change to larger combustion turbines for an increase in generation from 460 megawatts to 520 megawatts.

Change from evaporative (water) cooling system to an air cooling condenser system, reducing water use by approximately 90%.

Elimination of make-up and discharge pipelines that would have connected the energy facility with the City of Chehalis' wastewater treatment facility.

Eliminate all references and requirements associated with the pipelines.

Elimination of settlement agreement with Washington State Energy Office (now CTED Energy Policy Group) for sale of 60% of power in long term power purchase agreements.

Change to the Prevention of Deterioration (PSD) permit limits allowing a higher 24-hour emission but with no changes to the overall concentration or annual emission limits.

Location of proposal: The proposed Chehalis Generation Facility site is on approximately 33 acres in the Chehalis Industrial Park, approximately 3 miles south of the City of Chehalis in Lewis County, Washington.

Purpose of Addendum: EFSEC has previously adopted the Resource Contingency Program Washington Final Environmental Impact Statement Volumes I and 2, Bonneville Power Administration, DOE/EI-023, November 1995 and other related NEPA documents.' This Addendum serves to add the Request to Amend the Chehalis Generation Facility SCA to its 1996 Notice of Adoption. Environmental impacts that could be caused by the requested changes to the project, including changing to larger combustion turbines, changing from water to air cooling, eliminating pipelines, and impacts of air emissions were described in the FEIS adopted by EFSEC in 1996. Possible impacts to species that have been subsequently listed as threatened or endangered were also included in the BPA FEIS.

Description of current proposal:

Chehalis Power Generating, Limited Partnership (Chehalis Power) seeks to construct and operate two 230-megawatt natural-gas fired combined-cycle electrical generation units and associated facilities, including a water delivery and return system and a transmission tine connection facility. Chehalis Power has applied with the Energy Facility Site Evaluation Council (EFSEC or the Council) for a site Certification agreement and related approvals necessary for constructing and operating the facility.

Location of current proposal:

The Chehalis Generation Facility (CGF) site is located on approximately 33 acres in the Chehalis Industrial Park, approximately 3 miles south of the City of Chehalis, in Lewis County, Washington. The water and wastewater pipelines generally will run north from the facility site along Interstate 5 to the City of Chehalis' existing water diversion and wastewater treatment facilities on the Chehalis River. The transmission line connection will run west from the northwest corner of the facility site to interconnect with an existing Bonneville Power Administration 500 kV transmission line located immediately to the west of the CGF.

Description of documents being adopted:

These documents provide information relating to, and analysis of, the environmental impacts associated with constructing and operating the Chehalis Generation Facility and those referenced also assess the acquisition of power from the facility. These documents also analyze certain alternatives to the projects and the environmental impacts of those alternatives.

If the documents being adopted have been challenged (WAC 197-11-630(5)), please describe:

None of the adopted documents have been challenged as of the date of this Adoption Notice.

The documents are available for public review, by appointment and during normal business hours, at the following locations:
