Senators John Breaux (D-LA) and Craig Thomas (R-WY) will lead the Congressional Oil and Gas Forum in the 107th Congress. Thomas' office stated that "the forum is a bipartisan coalition of senators organized to promote the benefits of a strong domestic oil and gas industry, highlight the impact of existing and proposed laws and regulations, and initiate action to insure adequate and affordable U.S. energy supplies." In support of the Conservation and Reinvestment Act that cleared in the 106th Congress, Representatives John Dingell (D-MI) and Don Young (R-AL) wrote to Bush urging, "With your active support, we both believe CARA can be enacted early in the 107th Congress."

On Tuesday, January 28, the Senate will vote on Bush's nomination of Gale Norton to be the Secretary of Interior. General debate on Norton's nomination is scheduled for Monday. Also scheduled for Tuesday is the Senate vote on the nomination of Christine Todd Whitman to be the Administrator of the Environmental Protection Agency and Elaine Chao to be the Secretary of Labor. On Thursday, January 24, 2001, Senate Majority Leader Trent Lott (R- MS) announced committee assignments for the 107th Congress. Agriculture: The four new members are Wayne Allard (R-CO), Michael Crapo (R-ID), Tim Hutchinson (R-AR), and Craig Thomas (R-WY). They are replacing Charles Grassley (R-IA), Larry Craig (R-ID), Rick Santorum (R-PA), and Gordon Smith (R-OR). Appropriations: Senator Mike DeWine (R-OH) is the only new committee member. Senators Jon Kyl and Slade Gorton, who served on the committee during the last Congress, will no longer serve on the panel. Kyl relinquished his seat and Gorton lost his re-election. Commerce, Science and Transportation: New committee members include Peter Fitzgerald (R-IL), Gordon Smith (R-OR), George Allen (R-VA), and John Ensign (R-NV). Energy and Natural Resources: New committee members include Senators Richard Shelby (R-AK), Jon Kyl (R-AZ), and Chuck Hagel (R-NE). These three new members replaced Senators Jim Bunning (R-KY), Peter Fitzgerald (R-IL), and Slade Gorton (R-WA). Environment and Public Works: Senators Ben Nighthorse Campbell (R- CO) and Arlen Specter (R-PA) are new members. Senators Kay Bailey Hutchison (R-TX) and Robert Bennett (R-UT) are no longer members of this committee. Governmental Affairs: Only eight Republican members will make up the committee panel in the 107th Congress. There were nine GOP committee members in the last Congress. Robert Bennett, the new committee member, fills the vacancy left by of Alren Specter who will no longer serve on this committee.

This week, Senators John McCain (R-AZ) and Pete Domenici (R-NM) will reintroduce a pipeline safety bill identical to last year's bill, which passed the Senate but died in the House. Bill S. 141 requires pipeline companies to conduct regular inspections and allows States to apply greater control in pipeline oversights. This bill responds to a series of unfortunate pipeline explosions, killing a dozen people including several children. John McCain, chairman of the Commerce, Science and Transportation Committee, vows to move the bill to its first markup in his committee. Within the next two weeks, Senate Republicans are expected to introduce a comprehensive energy bill focused on reducing crude oil imports and increasing domestic energy production. The 259-page draft bill, keeping with President Bush's campaign pledge, heavily emphasizes the need to increase domestic energy production. This bill contains nine titles. These titles include: energy supply and security; clean coal technology; oil and gas deepwater royalty relief; transportation energy efficiency and alternative fuel measures; drilling in the Arctic National Wildlife Refuge; energy efficiency and conservation; nuclear research and development technologies; wholesale electricity transmission reliability; and a host of tax incentives to promote both energy conservation and production.
