This report summarizes the progress made toward implementing FEMA's Map Modernization Plan during Fiscal Year 2000 and part of Fiscal Year 2001. Since its inception in 1997, the plan has continued to evolve as new products, processes, and technical specifications have been developed and implemented to modernize FEMA's flood maps.

During the past few months, we have kept you informed about developments related to the restudy of flooding hazards along the Congaree River in Richland and Lexington Counties in South Carolina. On August 20, FEMA issued Letters of Final Determination for the study. The links above lead to several materials related to the restudy and appeals, including the Letters of Final Determination, a technical report, two scenarios for the RMA-2 model, HEC-2 Models, a map schematic, Flood Insurance Study texts, and Flood Insurance Rate Maps.

Public comments on previous draft DFIRM database documents and initial implementation of a prototype have resulted in changes to the previous database design. Changes include the development of two versions of the database (one for submittals of mapping data to FEMA and one for distribution of DFIRM data to the public) and draft Standard DFIRM Database Guidelines and Specifications that describe the tables and fields contained in the database.

In addition to those who had joined the Map Modernization Bandwagon in previous years, a number of organizations representing state and local officials, the nation's realtors, home builders and surveyors, and those with a stake in floodplain management, development review, disaster mitigation, emergency response, land-use planning, and environmental protection, have formed a coalition to support funding of FEMA's Map Modernization efforts.

The RASPLOT tutorial demonstrates the use of the RASPLOT, Version 2.1.0, software program to generate flood profiles from HEC-2 and HEC-RAS models. This program replaces FEMA's FISPLOT program, which was previously used to develop flood profiles.
