An application for the project listed above was submitted to Thurston County on February 13, 2002 by Jon Hare, Natural Resources Attorney, Confederated Tribes of Chehalis Reservation. The application was deemed to be complete for the purpose of beginning the project review on March 19, 2002. This application and any related documents are available for public review during normal business hours at the Permit Assistance Center on the second floor of Building #I, Thurston County Courthouse, 2000 Lakeridge Drive SW, Olympia, Washington. Project Description: The project is to improve the section of Anderson Road south of SR 12, which provides access to the Chehalis Reservation, to reduce the amount of time the road is closed due to flooding of the Chehalis and Black Rivers. The project entails construction of a series of three (3) box culverts to provide openings for proper hydraulic efficiency during flood events. The project will be constructed while the site is dry, minimizing impacts to fish or other aquatic life. Stormwater runoff will be treated according to Washington State Department of Transportation and Thurston County standards. Any exposed soil after construction will be hydroseeded and replanted with native vegetation.

Permits Requested by the Applicant: Shoreline Substantial Development Permit and Shoreline Conditional Use Permit, Other permits that must be obtained, to the extent known by the County, include: Nothing at this time.

Environmental and Other Documents Submitted with the Application: Shoreline Substantial Development Application, Environmental Checklist, Alignment Plan, Sample Plot Locations, Wetland Delineation, Environment Assessment

Additional Information or Project Studies Requested by the County: Erosion and Sediment Control Plan, Complete Design Drawings and Specifications for Roadway Construction

No preliminary determination of consistency with County development regulations has been made. At minimum, this project will be subject to the following plans and regulations: Thurston County Comprehensive Plan, Zoning Ordinance, Critical Areas Ordinance (TCC 17.15), Stormwater Drainage Design and Erosion Control Manual (TCC 15.05), Uniform Building Code (TCC 14), State Environmental Policy Act (SEPA) Ordinance (TCC 17.09), Road Design Standards (TCC 15.05), and the Shoreline Master Program.

Thurston County invites your comments early in the review of this proposal. Comments should be directed to Gayle Zeller at the address listed below.

THE 20-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON APRIL 24.2002

This notice has been provided to appropriate local and state agencies, tribes, sub-area project list subscribers, and property owners within 500 feet of the project site. These recipients, and any others who subniit a written request to be placed on the mailing list, will also receive the following items when available: Environmental Threshold Determination. Additionally, there will be a 15-day public comment period when the environmental determination is issued. Opportunities for appeal occur within seven (7) days of the end of the environmental comment period for those who submit written comments.
