Description of Proposal: To widen and reconstruct Anderson Road from 188" Avenue SW North to State Highway 12. The proposed new roadway will include new 12-foot wide drive lanes, 10-foot shoulder on the east side and a 8-foot wide shoulder on the west side. 'Me shoulders have 6-foot wide filter strips and 2-foot wide biofiltration swales. 'Me new roadway will include three separate groups of large concrete box culverts and involve 46,000 cubic yards (CYS) of fill material of which 16,300 CYS will be excavated material from property adjacent to Anderson Road. The new road is within Thurston County's Rural Residential/Resource and Long Term Agricultural Zoning Districts and Grays Harbor's Residential and Agricultural Use-2 Districts. This environmental threshold determination is for the request to approve a Shoreline Substantial Development Permit (SSDP) and A Shoreline Conditional Use Permit (SCUP).

Ibis Mitigated Determination of Nonsignificance is issued under 197-11-340(2). The lead agency will not act on this proposal for 14 days from the date of issue. No permits may be issued, and the applicant shall not begin work until after the comment and any appeal periods have expired and any other necessary permits are issued. If conditions are added, deleted, or modified during the 14-day review period, a modified DNS will be issued. Otherwise, this DNS will become final after the expiration of the comment deadline and appeal period, if applicable.
APPEALS: - You may appeal this Threshold determinations pursuant to TCC 17.09.160 if. (1) a written notice of appeal, meeting the requirements of TCC 17.09.160(D), and the appropriate appeal fee is received by the Thurston County Development Services Department within fourteen calendar days of the date of issuance of the threshold determination or, if there is a comment period under WAC 197-11-340, within seven calendar days of the last day of the comment period; and (2) the person filing the appeal meets the requirements of TCC 17.09.160(B).
