To Property Owners with the affected area set out above:
This letter is to inform you that a group of your fellow property owners have been able to obtain preliminary drawings of the proposed improvements to Anderson Road. The proposed drawings appear to indicate inadequate access for water to flow from the overflow of the Chehalis River on the south side of State Route 12 to the confluence of the Chehalis and Black River on the southern part of the Reservation. In the event the proposed improvements are implemented it appears the only place the extra flow of water will have to relieve the pressure of the back up will be to fill in east of Anderson Road back to Moon Road and possibly further east and then use the new culverts that were recently installed on State Route 12 at the Moon Road intersection and flow north of State Route 12.
As those who live in this area are aware these culverts are not capable of carrying the volume of water that overflows the Chehalis River from time to time and therefore the water will only have to rise enough to flow over State Route 12 as well as fill in the area North of State Route12.
Because of the potential of the high volume of water involved we as a group feel it is important to make the two counties (Thurston and Grays Harbor) fully aware of the potential problems involved in the raising of this particular road. We are in the process of having a local Centralia attorney, Ralph E. Olson, help prepare statements and pictures indicating past floods to fully inform the county officials of the potential flooding and disaster that these improvements could cause.
In that regard we would ask that if you feel you can assist your fellow property owners in obtaining a retainer for the attorney we would appreciate a donation of $50 per household at the present time. (This is not a requirement to be involved but we would like to have a commitment of your intent as this particular project will eventually affect the value of all of our real property). We will provide you with a receipt from the law firm and will also include your name and address on any information that we receive and provide you with updates on the status of the action.
Lastly, we would like each of you to be aware that we are not opposing the raising of Anderson Road provided the Engineers and the Counties commit themselves to leaving enough access for the free flow of the volume of water that would normally pass over Anderson Road during a flood so that it will pass under the road. Let's work together to accomplish a usable road without endangering the properties of our neighbors.
