Dear Mr. Walsh:
This letter is prepared by the Grays Harbor County Board of Commissioners and considered for approval at our regular pubic meeting on Monday, January 5th, 1998.
As you are aware Grays Harbor County has participated in numerous meetings over the last several months with Thurston and Lewis Counties together with your agency. The purpose of these meetings has been to develop strategies to approach flooding problems as well as other issues within the Chehalis River watershed.
Grays Harbor County is committed to bringing resolve to as many of these issues as possible in a cooperative effort with all other stakeholders. To that end we are preparing to enter into an Interlocal Agreement with Lewis County to facilitate preliminary Surveying and Engineering work on the Chehalis River within Grays Harbor County. For the purpose of the Interlocal Agreement Lewis County shall serve as lead agency in performance of the work. It would seem a natural extension for Lewis County to also assume lead agency status for work contemplated to facilitate Watershed Basin planning within all three affected Counties along the Chehalis River.
With approval of funding Grays Harbor, Lewis and Thurston Counties would need to formalize their relationship and identify rolls and responsibilities by means of a separate Interlocal Agreement.
We continue to support this collaborative process to bring long over due solutions to growing problems within this Watershed.
Sincerely,
BOARD OF COMMISSIONERS
GRAYS HARBOR COUNTY

Dear Mr. Walsh:
This letter affirms Thurston County's support for the application by Lewis County as lead agency for a proposed Chehalis Basin Watershed planning grant.
Thurston, Lewis and Grays Harbor counties, along with the cities, town and tribes in the Basin, have taken initial steps toward formation of a watershed council which could expedite cooperative efforts to address a range of issues impacting the area. We intend to negotiate an interlocal agreement to help provide a framework for council planning, educational and technical assistance efforts aimed at comprehensive management of the watershed.
The proposed grant would be instrumental in forming the council and helping underwrite its initial activities.
Sincerely,
BOARD OF COMMISSIONERS
Thurston County, Washington
DICK NICHOLS, Chairman
JUDY WILSON, Commissioner
DIANE OBERQUELL, Commissioner
