Lewis County Resolution 98-07 Chehalis River Watershed Planning

BEFORE THE BOARD OF COUNTY COMMISSIONERS
OF LEWIS COUNTY, WASHINGTON
IN RE: INITIATING WATERSHED BASIN PLANNING
BY LEWIS COUNTY FOR THE CHEHALIS RIVER
RESOLUTION 98-07

WHEREAS, the culture, economic stability and quality of life of the citizens of Lewis County is dependent on the appropriate management of natural resources and cost effective protection of the environment and

WHEREAS, the vast majority of the land within the County is renewable natural resource lands; and

WHEREAS, three major watersheds which support critical resources originate within Lewis County; and

WHEREAS, local participation in and control of natural resource planning is necessary to ensure that our natural resources are responsibly managed and the environment is protected in a cost effective manner while embracing the local goals and values that are essential to the quality of life of Lewis County's citizens; and

WHEREAS, Lewis County has engaged in a County-wide goal visioning process which included representatives of a broad base of interests and specific fish interests and is producing plans of action for total watershed planning; and

WHEREAS, the County has adopted a statement of our customs and culture; NOW, THEREFORE,

BE IT RESOLVED that

  1. The Board of Lewis County Commissioners recognizes the consensus amongst other counties that Lewis County act as lead agency for the Chehalis River basin planning effort.
  2. Lewis County will initiate watershed basin planning for the Chehalis River and will actively seek the participation and cooperation of local, state, and the federal government agencies as appropriate.
  3. Lewis County has and will continue to seek citizen and landowner participation and support within the watershed in a continuing effort to develop visions and values for key enhancements that influence quality of life issues to be considered in natural resource and land use planning decisions affecting the Chehalis River basin.
  4. Lewis County believes that consideration in the development of natural resource and land use planning decisions affecting the Chehalis River watershed should include the key elements of flood control, fisheries, recreation, economic development, environment & culture, and tribal interests.
  5. Lewis County shall seek advice, information and funding from appropriate agencies, individuals and organizations outside Lewis County in carrying out its natural resource planning activities. When evaluate requests by outside agencies, consideration shall be given to whether the request includes funding to carry out such request
