RE: Shoreline Substantial Development Permit and Preliminary Plat for Cohasset 
Park

Dear Sir,

The Chehalis River Council is a citizen based 501c3 organization predicated on the 
proposition that water is one of the most important resources we have in the 
Chehalis River Basin. Cohasset Park Subdivision is within the scope of our interests 
in the basin and we take our mission seriously.

Ground water quality data for the Chehalis River Basin are scarce.  However the 
Chehalis River Basin Action Plan identified specific ground water problem areas 
throughout the basin which are due to contamination from various waste 
management practices including improperly operated or designed septic systems, 
landfills, storm drains, leaking underground storage tanks, improper handling of 
toxic substances, leaking drums, impoundment, pesticide disposal, spills, and drug 
labs.  

It is hard for us to understand, how, with today's knowledge, a developer would 
propose creating situations which result in flooded drainfields or septic systems.  In 
view of the impact these conditions have on the surface waters of the area, this is 
totally unacceptable.   It is imperative that any development effort completely 
address issues of flooding, ponding and cumulative impacts.  

We would recommend that no further development be undertaken in this area until 
a comprehensive flood plan has been developed and integrated into the local 
zoning plan.
