Re: Comments on Cohasset Park Preliminary

Dear Fred:

The county has received and reviewed the above noted application for Preliminary Subdivision approval as submitted to the city.

We appreciate the city affording the county opportunity to review.

The county would like to express two concerns that should be addressed prior to final subdivision approval. The first is related to traffic flow and the second is related to drainage. On traffic flow, it is clear by the plan that main ingress/egress to the site is by means of West Lila Avenue within the city limits, however a secondary point of access would appear to be Aberdeen and Chehalis streets to the south and east. Both Aberdeen and Chehalis streets are within county jurisdiction and are not in a current condition to handle additional volumes of traffic without additional improvements. Limited site distance on the vertical curve on Chehalis Avenue would require attention. The county will look to certain off-site mitigation for road improvements if Aberdeen and Chehalis streets are utilized by this development.

The county does not feel, at least with information available, that adequate information exists regarding drainage for the subdivision. A Comprehensive Drainage Plan should be prepared to insure the properties within the county are not adversely affected by the subdivision. This would include the area of the State Park. Drainage has been a chronic problem in the general area and no other development should occur without assurance that it will not add to the problem.
