Flood Hazard Management Plan

NOTICE OF PUBLIC HEARING OF THE THURSTON COUNTY FLOOD HAZARD MANAGEMENT PLAN FOR THE THURSTON COUNTY BOARD OF COMMISSIONERS

NOTICE IS HEREBY GIVEN that the Thurston County Board of Commissioners will hold a public hearing on Monday, June 7, 1999 at 6:30 p.m. in Room 280 at Building One of the Thurston County Courthouse Complex 2000 Lakeridge Dr. in Olympia, WA, to consider the Thurston County Flood Hazard Management Plan.

In January 1998, Thurston County accepted a Flood Control Assistance Account Program grant from the Washington State Department of Ecology to prepare a Flood Hazard Management Plan (Flood Plan) for the county. The county adopted a Flood Plan for one watershed, but a countywide document was needed to coordinate activities for all unincorporated areas. The county was also interested in having an analysis of gaps and overlaps in existing policies and regulations. Adoption of the Flood Plan will make it easier for Thurston County to apply for federal or state grant monies to reduce flood hazards.

The Flood Plan is intended to meet the State guidelines contained in WAC 173-145-040. It was also formatted to allow the county to apply to the National Flood Insurance Program - Community Rating System. Recommended activities within the plan could help reduce private flood insurance rates within unincorporated areas by up to 45 percent. The Flood Hazard Management Plan was developed by a group of citizens and county staff. Public meetings to collect public concerns were held on November 5, 1998 in Rochester and November 15, 1998 in Lacey. Citizen comments were incorporated into the Flood Plan.

There are 27 Flood Plan Recommendations listed in one of five categories. The first category (Implementation Measures) provides guidance for countywide implementation. The remaining four categories (Public Information, Mapping and Regulations, Flood Damage Reduction and Flood Preparedness) are titles from the Community Rating System. Discussion and rationale are provided for each recommendation. Those recommendations which are not of a county-wide nature have been located on a map.

Action may be taken by the Thurston County Board of Commissioners at the close of the hearing. Those wishing to testify should appear and be heard.
