Bucoda to review flood plan

BUCODA - The Bucoda Council will hold a joint meeting with its flood control committee at 7 p.m. Tuesday in Town Hall to review the final draft of a flood hazard management plan from the town's consultant.

The lengthy plan, drafted by Gray & Osborne Inc. of Seattle, makes several recommendations. Those include building an overtopping levee at the town's north end; installing twin 18 inch culverts under Main Street at 11th to help low-lying areas dry rapidly after flooding; streambank stabilization and some habitat rehabilitation; regrading Market Street to convey flood waters rather than forcing them onto adjacent properties, and raising finished floor elevations in new buildings above the 100-year flood estimates.

Financing such work might entail adopting a stormwater utility district, adding a charge of $2 to $2.50 per month per residential unit.

Bucoda is considered vulnerable to flooding from the neighboring Skookumchuck River, largely from activities which occur upstream of the town.

Several floods have occurred in recent years, the latest in February 1996, That one enabled several homeowners within the town to qualify for house-raising grants from state and federal agencies.

Tuesday's meeting will be open to the public, said Councilor Neil Corcoran.
